ITH reference to my despatch No. 305 of the 13th September, 1905, and to subsequent correspondence, I have the honour to inclose herewith copy of a note which I addressed to Prince Ch'ing on the 7th instant on the subject of the removal of the artificial obstructions to navigation in the Canton River.

HIGHNESS,

HE note received by Sir Ernest Satow on the 26th December, 1905, on the subject of removal of the artificial obstructions to navigation in the Canton River was forwarded to His Majesty's Consul General at Canton, and I am now in a position to state that if the north section of the iron barrier is completely removed I shall be able to report to His Majesty's Government that, in my opinion, the terms of Article V of the Mackay Treaty in regard to the removal of those obstructions have been fulfilled. I am informed that the north section of the iron barrier interferes with navigation, and that its removal is not a work of difficulty or cost.
